Portugal Reaffirms Commitment to Golden Visa Program With Planned Reforms
The Portuguese government has confirmed that its Golden Visa Program will continue, dismissing any speculation about its termination. Instead, officials are preparing to introduce new reforms aimed at attracting more high-net-worth foreign investors, according to a recent report by Bloomberg.
Speaking on the matter, Minister of the Presidency, António Leitão Amaro, emphasized:
“What is out of the question is ending this program. There is no plan to end it. It is not on the agenda.”
He added that the government's objective is to restructure the scheme to make it economically and socially fair, while reinforcing Portugal’s position as a leading destination for international investment.
Nearly 5,000 Golden Visas Issued in 2024 Despite Processing Delays
According to Portugal News, the country issued close to 5,000 golden visas in 2024, marking a record year for the program. However, thousands of applications remain pending, due in part to recent changes and a backlog in processing.
Earlier this month, Pedro Portugal Gaspar, President of the Agency for Integration, Migration and Asylum (AIMA), confirmed that golden visa processing has resumed, though not at full capacity.
“Some of these processes are being conducted. They are not at a standstill,” he stated, noting that efforts are ongoing to increase processing speed and efficiency.
Shift Away from Real Estate Investment
Portugal’s Golden Visa Program has long been one of Europe’s most attractive residency-by-investment schemes. Historically, the real estate investment route was the most popular option. However, this pathway was abolished in 2023 due to concerns over its impact on the housing market and ongoing housing crisis.
While this change surprised many investors, Attorney Tatiana Kazan told Publico that expectations for quick residency approvals were often unmet:
“The money came into the country, but there was no counterpart. The permits were not issued as quickly as promised.”
Despite this, other investment pathways remain open, including capital transfers, job creation, and funding for scientific or cultural initiatives.
